I'll just give you my stand on the issue.
I am not for giving out regions, I think we should all start with what the country is like today in terms of land. However I am not saying that expansion should be impossible and filled with negatives. I am saying that we need to make expansion a little bit harder than the site was before, I feel expansion was too easy, since we bascially just had seven major empires and no small countries. I also feel like we should not only make military actions a little bit harder, (not impossible, but a nice challenge), but I feel we should put more emphacis on culture and diplomacy than we did before, (like Knives said, if Russia conquered China the cultural diffrences, although I'm not saying it would be impossible, but it would make it hard for the first few years, maybe having unrest and a drop in production/lack in military provision.)
