What is your Persian Government doing these days? Well besides capturing land and providing a better future for other countries who couldn't properly support themselves, we've begun a program that will help disaster response teams and the like. The money given to these Disaster Response Teams will be used mainly for vehicles at first, helicopters able to withstand extremely cold temperatures, transport vehicles able to do the same. It will also cover a bit of aid, though not fully as this is the first phase. The second phase will happen in a couple hours. This will continue throughout the coming weeks, but money and planning are being done right now as we speak.
You may ask why your government is doing all this. Recent studies show that our Earth is changing rapidly, so rapidly that it is not out of our control. We can now only prepare for the worst. Because of the studies that show that our planet is cooling, and may have severe storms in the coming months.
You may remember hearing about a "Vault" deep in the desert for the Government. Well, it has been confirmed that two more were also built and several, bigger, "vaults" are being constructed. There is evidence that this construction is massed construction, thousands of workers helping construct these vaults that would be able to handle basically any disaster (excluding huge asteroid impacts that would destroy the planet).
Another new thing you may have seen on your local streets is lots and lots of construction. This is the new underground heated pipes. Your government has deemed it fit to put these in as the weather is changing, the desert is cooling. You already know desert nights are cold, well they're going to get a lot colder!
Please note that this is going to effect all new and old states of the Persian Empire, though the original states will be affected first as they are the closest. Heated pipes and other materials are being transported to the countries. Please don't think that you are being abandoned!
The Persian Military is also starting to be outfitted with new uniforms and equipment. A lot of this is being donated by our allies, the Canadians, as they have first class Winter gear and have been tested in severe winter conditions. These will be of course updated and be able to be updated whenever. Materials for updating vehicles, aircraft, and weapons are expected tomorrow at noon.

We have now finished the major construction of the two vaults and the others will soon be finished. These will be open to the public, but we must stress that you may be called to action. Every able bodied adult may be needed in times of distress, so be ready.
We have begun setting up major facilities in key area's to help maintain disaster relief, security, communication, supplies, and energy. We have begun setting massive amounts of solar energy centers and have already begun using them. We have also begun setting up water turbines in the Persian Gulf for added energy needs. We do not know if we will be able to complete but we have to try.
We would like to that ALL MILITARY PERSONAL will not be staying in the "Vaults" after the expected severe weather conditions. You will be needed 24/7 and we need all the room we can get in the vaults. Please remember that you won't be forgotten, and you will still have all your needed materials to survive. You already know that your vehicles are equipped for the expected disasters to come and you will have outstanding communication.
To another matter, transportation. Starting at 1pm tomorrow, ALL civilian owned transportation will not be allowed to be on the roads. This will be needed to make sure evacuation will be as smooth as possible, if the need arises. We will provide storage facilities but don't expect much. In an event of evacuation, you will be transported by the Military. The Air Force will be in the air as much as they can and the army will be on duty 24/7.
Because Tsunamis are a cause for concern, we shall be broadcasting all the information You need by Radio, Television, and Newspaper.

Update: (Not a Phase So Calm Down)
It is official that all major vaults have been "finished". There is still the completion of some small parts but the major things that would not allow the population to use the Vaults is now complete.
The issue of pipes freezing has been taken care of. There will be a lot of pipes freezing but the needed pipes are all good, now. All civilians that aren't connected to these pipe lines will need to espically get supplies before the storm. These supplies include money, clothes for the conditions, fire kit, and WATER. Water will be a must for everyone so... lets buy some Jugs people!
The military has finished gearing its troops for this expected Super Storm. Most of the vehicles have been upgraded and tests have been complete to see if these upgrades will work. Persia's MBT "Black Eagle" (Supplied by Canada) has performed better than anyone could ask, probably because it was originally designed for operations with the Canadian RAR (Royal Arctic Regiment). This MBT [with upgrades] may be one of the best in the world for Arctic/Snow conditions. We expect this to be a major vehicle in the weeks after the storm.
Please expect a new visitor! We, Persia, have made it official that if Canada needs help, we WILL help. It is the least we can do for their unconditional support and will be taking in Canadian Citizens in the coming days.

All the Vaults in classified locations have been finished! This is a great relief to officials in charge of the preparations for this upcoming storm. Workers from the Vaults will be available for other jobs so get ready! Massive work in Baghdad, Iraq has started and the city will be surrounded by a fairly high sandbag wall. This shall be monitored at all times by military forces.
Cities by the ocean will be surrounded by twenty-five foot walls made out of reinforced concrete, though don't expect these to be done by the estimated time the Storm will hit. Construction is starting on the ocean facing side.
It has also been a relief that the Persian Government hasn't forgotten its other new states. Funding will mostly come from those States as the Persian Government is keeping most for the weeks after the Storm. Oman and Somalia will be evacuating inland and civilians will be sent to safe area's that will be able to withstand most flooding, militant attacks, and will most likely protect against harsh temperatures below zero. Yes, we said Militant Attacks! Most of these safe area's served to protect civilians from militants.
E.A.U has been a rather large worry. Its cities are, for the most part, by the ocean so wave action is of course expected. Safe Area's are being made and large ones are being made in Dubai. Underground Casino Holding's are considered some of the safest in the area so most civilians will be going there. There will be thirty foot reinforced concrete walls around these safe area's and will be heavily guarded.
You may have been wondering, is the military helping out like we said it would? Yes, it is helping to the best of its abilities. Major construction that is being made by the military only is happening outside the Upper Persian States. Large ditches to prevent flooding have been made all over the Empire and these will eventually be drained at certain points.
You also may be wondering about the whole supplies issue? Your Government is spending significant amounts to insure its people have the need supplies. All Safe Area's are by now most likely full of supplies so you can stop by one of your local one's to pick up needed supplies. Please note that the supplies are free, but you cannot take everything, there will be a limit. To bypass this limit, you may go to a local Safe Area during Evacuation Time.

Please find your safest place or head immediantly to t\yur closest Safe Area. If you are going to your local Safe Area, Please bring extremely important supplies. If your leaving in the next two hours, please try to bring equipment like generators, fuel, and other important things. Water would be very much appreciated.
We do have huge amounts of supplies and or important things but there can never be enough as we do not know what the future shall bring!
If you are able bodied and close to the area's where major building is going on, please lend a hand! You will get a transport by either land or air before the Storm hits. The Walls around the ocean side Cities are crucial to prevent large flooding and if a wall is only made around the ocean side AT LEAST, it will be extremely helpful.

Quite a few coastal cities have been properly protected now. Civilians that cannot move inland are now being directed to these cities. Those needing help like Hospitalized civilians will be airlifted immediately and sent as far away from the coast as possible. Baghdad will be the "Head Quarters" for Persia in this event.

The Empire has been put on Alert Level Black (Highest Level) and is rushing to get people to safety. The Padishah has just arrived from a meeting in Roma, Italy. His plane was only just in time before heavy winds arrived. The Padishah has announced that he is o.k., and that Europe is getting hit hard. He has been taken to the Government Area of Vault One, in the middle of the desert.
Conditions are already getting a little bad as the first bits of the Storm come to the Middle East. This is just heavy winds and some rain but it will get much, much worse. The Airspace over Persia has been restricted to Persian Military Only and all airports not being used by the Persian Military have been shut down.
The Coastal Area's have been evacuated to secured cities and the coast is already getting a little rough. Ports have been shut down and evacuated. Cities in the E.A.U. have been evacuated to Safe Area's and Oman and Somalian civilians have been evacuated inland to Safe Area's.
Saudi Arabia has been doing quite a bit over this period of time. The capital has been a main point of their construction though other major cities have been also protected, we hope. Persia has a strong military presence in the state for the protection and support for civilians and the probably looting that will most likely occur before the Storm hits.
