His Highness, the President of the American Free State, requests a meeting with the President of the Kalmar Union.

After my meeting in Roma, I would like to make a tour of the European capitals to form a new foreign policy with the election of my administration. Your acceptance of such a meeting would of course be greatly appreciated.

I would usually jump at the oppertunity, I assure you you are quite welcome here. However I can't willingly put you at risk. We here in the government, are, much like the military dedicating our every being to the war effort, public security, or even formal meetings are out of the question in the face of war.
Come to the Kalmar Union at your own risk, thats not a threat, thats a warning. We don't know what the future holds for us or how safe our capital will be.
