Mr Vice-President, In the event that these ships are headed out for the purpose of fighting the UPM, your ships are granted free entry, and as stated in the standing policies of my nation, will recieve complimentary fruit basket.
If the ships are going through for other reasons, we must enter into further discussion.

The Sole Purpose for these Ships is to protect the United States Alaskan Islands from the UPM Forces, and to fight back the invading forces.

It is the opinion of the AFS that every nation has a right to defend itself from foreign invaders. And, if the invaders present a threat to the AFS, we are more obliged to allow your ships through. It is with that view that I will allow your ships through the Panama Canal to protect your homeland and defend against a movement set on taking over our continents.
